So how do you get a taxi in Albania?

The complaint you will read again and again — on TripAdvisor, in Facebook groups — is overcharging, almost always at Tirana Airport or a taxi rank, in a car with no meter and no fixed price. The fix is simple: agree the fare before you get in, or better, book ahead so the price is locked. Can I pay by card?
